Private Envelopes for Internal Purposes to Share Access

Currently we are unable to use Shared Access because our HR department use DocuSign to share documents for signature regarding employment contracts/change of contracts so we are unable to allow our teams to share envelopes between them due to the confidentiality issue of seeing these HR envelopes. 

Is there a way to either make envelopes private which we would then have HR mark all theirs as private and therefore excluded from shared access or to have shared access available to uses to pick and choose which envelopes they share?
