PDF: Acrobat Document Properties > Security / Restrictions: how to allow "Document Assembly"

When a document (e.g. Word) gets signed a PDF is automatically generated. In Acrobat under "Document Properties > Security" I noticed that "Document Assemly" is set to "Not Allowed". Is it possible to configure docuSign so that Document Assembly is allowed? Background: a downstream application (publishing system) can only process PDFs where Document Assembly is allowed.

Any PDF downloaded from the DocuSign system has been digitally signed with a DocuSign certificate to prove it has not been tampered with. The digital signing requires the document security to be locked down.
