I understand the confusion the ERSD might have caused your View Only recipients, and I'd gladly answer your question.
Currently, if the ERSD is turned on, it will send it to all new recipients that have a Docusign account, whether they will sign the document or not.

Thank you Rodolfo. For me just having that checked did not force the agreement to be checked for view only. However I checked the box to enforce and that seemed to do the trick.
