Your company account and the free Docusign account that the user has created are two different accounts. You may add the user with the same email address to your Docusign company account. This will create a new membership for him and his user will have access to both accounts. When assigning the same password he will be able to set a default account and switch between the two accounts after login.
When you licensed Docusign Org Admin you may link his personal account into your organisation, but it will always stay are separate account. The merge of two Docusign accounts is not possible and migrating one account to another only makes sense for paid accounts as only sent envelopes can be transferred.
