Can the signer’s time zone be verified on the certificate or anything after the documents signed?

the default Time Zone: (UTC-08:00) Pacific Time (US &Canada), you can change it in account setting.

I already changed the setting. Sometimes time stamp date on the documents are different from the certificate. I would like to know the reason.
