Can Web Forms be used to have new hires fill out Form W-4?

We currently only use Powerforms for new hires to fill out a new hire packet, including the W-4. 

We then manually transcribe all of the information into our payroll platform.

We would like to be able to export the data from the new hire packet to streamline this process. 

Does Web Forms allow for the Form W-4 to be signed, that we could download the employee data AND save a PDF of the document for our records?

Yes, you can create a Webform using a template created by using the W-4, and then extract the results into a CSV file, not a PDF file. For your convenience we offer an sample of W-4 form at https://dsucustomers.docusign.com/km-template-employees-withholding-certificate-w-4/1703123.
