Out of nowhere we are now receiving the error message when someone submits a web form.

The account authorized to send as has an admin role and has the right permissions.

If you're encountering this error, it’s likely due to the "Custom email and language for each recipient" feature being enabled. To resolve it:
Confirm the Web Form sender has the necessary permissions (see DocuSign’s article), or
Uncheck "Custom email and language for each recipient" from your templates and create the webform again.
