Docusign Document Handling
Supplemental documents are always read-only and never contain fillable fields. You have control over recipient actions for these documents, such as simply viewing or actively accepting them. Similarly, any documents a recipient attaches to an envelope also won't have fields.
For additional documents within an envelope to have fields, the sender must upload them during the initial envelope creation.
Once a Docusign transaction is complete, all documents become part of the signed envelope and are no longer editable, meaning they won't have any fillable fields.
Future Service Requests
If you need a document for future service requests, consider converting your "Service-PDF" into a PowerForm or Web Form. This would allow it to be accessed and used for subsequent requests.

I have build a flow which sends the documents afterwards.

Yes, establishing a process to send additional documents afterward appears to be a good solution. The new Docusign Workspaces feature also supports multi-step agreements from a centralised location
