I have a document that I want to send externally to one of our clients.  There are two people in the client company who can sign.  Is there a way to send this to both, but close the envelope after either one signs?  I have researched Signing Groups, but this seems to be for internal use only since it requires an administrator to set up and you can only add internal users.  Is there a similar feature for envelopes sent to external recipients?  About 95% of our Docusign use involves external signers, not internal signers, so Signing Groups is not a useful feature for us.

You researched well! The solution for your case is Signing Groups.

It’s possible to create a Signing Group for internal and external signers!

Your Admin can create a Signing Group so it will be available for the senders. 

There is a button to add external signers, see the figure below:

So another pop-up window will show up to add external signers:
