The external review functionality is part of the Docusign platform, but within the CLM module. It is designed for the negotiation phase and redlining the document before sending it for signature.
Docusign eSignature is designed to automate the signature process for already finalised documents.
As the documents have already been converted to PDF, you cannot make changes at this point anymore. Hence the review of documents should have been completed before Docusign eSignature is leveraged.
There is an option to enable comments, which the sender could interact on with the recipients. He could also create and upload a new version by correcting the envelope, but this would be an exceptional use case.
“Needs to Sign” means that the recipient needs to interact with the document, either by adding values to fields and/or initialing or signing the document.
