Hi,

One of our teams wishes to ensure that users with permission to send on behalf of a Shared Access account always send on behalf of that account rather than sending as their personal accounts.

The users do not need to send personal envelopes.
Is there anyway to restrict their access so that they can ONLY send on behalf of the Shared Access account, or is there a way to default to the Shared Access account when they login?

Your best option is to use Custody Transfer. “Custody Transfer” (sometimes called “envelope transfer”) typically allows administrators or designated users/groups to access and manage envelopes owned by another user (or account). If you want these users to both see envelopes and send on behalf of a Shared Account, you can leverage the Custody Transfer functionality.
