Meaning of Completed for non-signing recipient of a document

What does COMPLETED mean when it appears above a non-signing recipient’s name who has received a copy of a document?

“Completed” in the case of a non-signing recipient means that the document has been sent to the recipient, the recipient has received the notification, and no further action needs to be taken. 

A signing recipient can have received the document without signing (so, they have completed the one step, but not all the steps) whereas the non-signing only has to receive the document to have completed all the steps.

It is my understanding that once the document for a cc is received - it is considered complete. The recipient does not need to view the contents. The few items I have been cc’ed on are marked ‘complete’ even though I did not open the document(s).

You could test this on the next envelope you send, cc yourself and note when it is marked ‘complete’.

It may be that, if you have a signing order in which the cc is first - then they would need to ‘view’ the documents before the next step (sending to the next recipient can be taken). Otherwise, since the cc does not need to “do” anything there is no reason not to mark the step as ‘complete’ once they receive the envelope (from DocuSign’s view, anyway). If you need to ensure the cc views the document - I believe there is a recipient ‘needs to view’ choice.
