Is it possible to edit a completed document in another program (PDF Editor/Adobe Sign/etc.)

Question

Some of our clients do not want to use DocuSign to complete their portion of documents, either due to preference or company policy (I'm not sure which). So when we send them the portion that has been completed in DocuSign, they open it in something like Adobe to complete their portion. However, they are unable to make changes to the document at all. Is this due to some DocuSign security setting? If so, can we turn it off? It's making it difficult to complete documents otherwise.
