From what I understand, you are looking to confirm if all envelopes have been downloaded after signing and if there's any report to track this information.
To clarify, when you refer to envelope closed, could you specify if you mean deleted envelopes, purged envelopes, or simply envelopes that have not been downloaded?
You are correct that downloading an envelope creates a footprint in its envelope history. However, Docusign currently does not offer a standard or customizable report that shows envelopes that have or have not been downloaded across all users or signers. Also, there is no current method to download an entire envelope history for all users or signers. While the exact functionality you're seeking isn't available at the moment, we have created a space for suggestions and feedback  👉 Submit a feature request. This is where ideas from Docusign users like you can submit Ideas to improve Docusign's features and even vote on ideas submitted by other members.
In the interim, if you are an Administrator and wish to check individual envelope histories, here are our recommendations:
Option 1: Run an Envelope Report to obtain the Envelope IDs. You can then use the following URL pattern to go directly to the envelope details: https://apps.docusign.com/send/documents/details/{envelopeId} 
Option 2: Open a Support Case to request to enable "Links to Envelopes in Reports for Admins". This will create the Subject in the envelope report, with clickable hyperlinks that direct you to the individual envelope.
