Is it one license per recruitment person who is sending out contracts to employees? Or does a single license cover a set amount of users.

That depends on the acquired plan.

And here there is the available plans for docusign IAM (I suggest you to acquire IAM because you’ll get the new features and unlimited number of envelopes):

As explanation: one user can send envelopes for many recipients at time. For example, let’s suppose an user need to send a document to 5 signers. You need to have a docusign user seat (user license), but you don’t need a license to the 5 recipients or signers and they don’t need to have a license to sign.

Every user that is sending document for signature need to be licensed. So yes, one license per recruitment person is required.

As Alexandre already shared you should have a look which Docusign plan is the right to proceed based on your use cases and the number of documents to be send for signature.Docusign eSignature plans do have an allowance for how many envelopes can be send. There is no limitation in the IAM plans, which include unlimited web app sends.
