I had a DocuSign account months ago and I logged in to retrieve invoices for tax purposes. Since the account is inactive, I cannot locate the invoices. I do not have the settings tab, nor do I have any tabs that say billing.

The Settings tab should be available to all users with administrative access in eSignature. This leads me to believe that the user you are using to access the app might not be an administrator.
Taking this into consideration, the best course of action will be confirming if there are any other active users in the account, and if any of them might have the admin access to the account settings you are looking for.
