Is there a way to merge DocuSign account from across multiple email addresses?

No, this is not possible. Every email address will have it’s unique user Id, which cannot be merged.

However, you may transfer sent envelope between accounts, if your Docusign plan included that feature. That way you could consolidate the envelopes of different email addresses/user accounts into a single user account, if they are all on the same server environment.
