Envelope emails appear in Docusign Inbox but are not sent to the external email address

Hi, 

I’m testing sending envelopes from My Templates in the developer portal.

Docusign reports that they are sent but the recipient doesn’t get them.

They appear in the Sent folder under the Agreements tab and if I add my Docusign account email as a recipient, it appears in the Agreements Inbox.

Is there an issue with Docusign sending emails from a developer account?

You might want to review this article. Why aren't my signers receiving Docusign Notification emails?  It applies to the developers account.
