I have a client that wants me to manually send him a contract (that I had previously send him through docusign) for other of his associates to review before they sign. When I try and download from the pending envelopes - his contract pulls up blank. Is there any way to do that - other than manually filling it out again?

You may correct and add the other associates to the signing order to they have access to the documents and are able to download them.
This Docusign Support article walks you through on how to set up a “Receives a Copy” recipient in Docusign eSignature. You want to add them at the same level as the signer or before so they get access to the document before the signer has signed the agreement.

If you are looking to split the signing process from the form field filling section of the envelope, the easiest way to configure it would be by creating 2 recipient roles for your recipient with different positions in your signing order, one related to the form fields, and the other linked to the signature and initial fields.
With this setup your signer will be able to complete their fields and have their answers printed on the document without necessarily moving forward with the signing process.

It sounds like they other associates just need to look at the agreement…? Can you set up a ‘cc to them so they can view the agreement - or set yourself up as a ‘cc and then download that to send them?
