Disable comments by default

Question

I know there’s a way to enable comments and then check the “allow senders to override,” but is there a way to do the opposite?  I want comments disabled by default but allow senders to enable comments only on their specific envelopes. Our organization has 30,000+ people, so we don’t want comments on for everybody, just the senders who need them. Thanks!
