A recipient set as "needs to view" or "receives a copy" cannot participate in envelope comments. Only recipients who have access to the envelope based on the routing order can view and add comments. Therefore, if a recipient is designated as "needs to view" or "receives a copy" will not have the ability to engage in commenting on the envelope.

Thank you for your answer. However until your respond, I created a test envelope in dev enviroment and I found out that someone with “receives a copy” can add comments. Is there any diference between the two enviroments or it finally works?

Thank you for providing the envelope IDs via private message. I reproduce the issue on my end, and upon checking, recipients with "Receives a Copy" or “Needs To View” permission in an envelope can add comments, provided that the comments feature is enabled for the envelope and the recipient has visibility to the document. Recipients can only see comments on documents they have visibility of. So if they don’t need to participate in commenting on the envelope, I suggest that document visibility be enabled. In that way, comments will be restricted to those with access to the specific document. Thus, recipients with the "Receives a Copy" or “Needs To View” role will have their visibility limited by document visibility settings, and they won't be able to add comments to documents they can't see. This applies in both production and developer accounts.
