Combining Documents for Last Recipient

Currently, the behavior where recipients receive signed documents as separate files is the expected functionality. There is already an idea post submitted requesting this option: Merge Completed Document & Summary into 1 in "Completed Email"

As a workaround, if the recipient has a DocuSign account, they can log in and access the completed envelope directly, where they can download all documents together in a single combined PDF. Download Documents

When the recipient opens the finished envelope via the link and click Download, they are given the option of downloading a Combined PDF, which does what you are asking. You could remove the documents from being attached to the Completed email notifications, essentially directing recipients to view the documents through the link and then seeing the Combined PDF option.
