I often need two people to fill out W-9 forms, such as a husband and wife, where each needs to fill out their own W-9.

I cannot figure out how to put both of their W-9 templates into one envelope, then assign one to the husband and one to the wife.  Docusign automatically assigns all of the fields on both W-9’s to Signer One.

I understand that I could send each spouse their own separate envelope, but I would prefer to combine them.  How to put two templates into the envelope, then assign each of them to a different signer?

This is a common need, especially when collecting similar forms from multiple individuals in one go. You're absolutely right that by default, DocuSign assigns all roles in a template to Signer 1 unless configured otherwise.  

If you have both Signers as recipients on your envelope, you can either upload another W-9 Form in the documents area.   It will recognize that the forms already has fields and as if you want to assign it to one of the recipients.   You can then select Signer 2.   

If you are uploading from a template, you can modify the fields assigment for Signer 2 by selecting all the fields for your second document.  

If both templates use the same role name (like "Signer 1"), DocuSign will treat them as the same person, and all fields will go to one signer. That’s why unique role names per recipient are essential when using multiple templates in one envelope.
