Our customers meet this issue for more than 2 months. As we created case with customer support team and got the final reply for your reference:
This request still blocked by the service protection team. We don't have any better way to address this. For any sign up request, if this is blocked, could you please raise this with us, and we need to manually raise it with service protection team to review if that is a false positive.
