I understand you would like to know if there's a way to require the "Provide a reason" when a recipient assigns the envelope to someone else. At the moment, this feature and setting is not yet available, I sincerely apologize. 

I highly encourage you to submit this as an idea to the DocuSign Community, to directly influence the development of new features and improvements.
