Complete envelope with some documents not completely signed?

I have recently sent out 12 documents in one envelope for 8 people in my organization to sign.  The eighth person does not want to sign 3 of the documents.  Can he leave the ones she doesn’t want to sign unsigned and complete the envelope?

you can correct the envelope and remove the 3 documents that all person not want to sign when none of them signed the envelope.

If you don’t want to remove the documents (it looks like others have signed them?) You could correct the envelope by removing the request for signature on the documents that one person doesn’t want to sign. 

I do not think that last person can ‘complete’ the envelope until all the requested signatures are done. Removing the three requests for signature should allow for completion.
