I am trying to figure out how to share envelopes in my account. I have 4 users and have paid for 6 seats. (60 envelopes) - how can I make it to where all users can use all of the envelopes?

Welcome to the Docusign Community and thank you for posting your concerns!

When you purchase envelopes this would be added to the account as a whole, in other words, if you have 3 users with 100 envelopes, your account will have available 300 envelopes in total, a user can use 90 while the other one might use 130 and so on, so you don’t need to share envelopes with users as they take from the total.

The 100 envelopes per user, does not mean that the user will only have 100 envelopes specifically, instead it means that each user added adds 100 envelopes to the total: What happens if I exceed the envelope allowance on my Docusign eSignature plan?
