âś… Scaling smarter: How one team rebuilt their agreement process from the ground up

If your team is feeling stretched and stuck managing agreements manually, you’re not alone.

San Miguel County, Colorado had just 130 employees supporting everything from HR to legal, and their document process was all over the place. Paper files, scattered PDFs, no standard system. At one point, their deputy clerk even thought about scanning years of documents by hand.

Instead, they took a more strategic route with Docusign Intelligent Agreement Management, building a digital system that now works across 10 departments. Here’s their playbook you can copy:

How San Miguel County built a scalable digital workflow:

  • Start with what’s needed: They didn’t digitize everything overnight. They started with the attorney’s office—the team most buried in contracts. That focused rollout helped them prove value and refine the workflow before scaling it.
  • Centralize your docs into one source of truth: They pulled all agreements dating back to 2015 into a single system. With Docusign Navigator, anyone can now find what they need in seconds, not hours.
  • Automate deadlines and public info requests: The team added automated reminders for expiration dates and response deadlines. Now they’re able to consistently meet three-day response windows for information requests. Trust with constituents? Way up.
  • Use automation to take pressure off people: Before: hours spent printing, mailing, scanning, and chasing signatures. After: digital workflows that give time back to every department so they could work smarter. Deputy Clerk Carmen Warfield said the change helped her avoid burnout.
  • Standardize everything moving forward: Now, new agreements across 10 departments go through Docusign IAM. The new approach means faster processes, streamlined collaboration, plus eco-friendly workflows.

  • Week 1: Identify your department with the highest volume of agreements
  • Week 2: Pilot a digital agreement system for one common process
  • Week 4: Centralize past agreements starting with what’s easiest to import
  • Week 6: Set up reminders for renewals and deadlines
  • Week 8: Roll it out to other departments and track results
  • Week 12: Lock in a policy—every new agreement goes through the platform
