Support says:

  1. Log in to Docusign CLM as an administrator.
  2. Select the Trash folder in the folder list in the Documents view.

    The Trash page opens, showing all deleted content.

  3. Select File > Empty Trash.

    A dialog box opens where you must confirm the deletion.

  4. Type DELETE in the blank text field, and select OK.

I can get to the Trash page and to select the file but cannot find the Empty Trash button anywhere?

You navigate to trash and click on “file” tab in in top left-hand side.  You can refer the screenshot below.
