I understand your need to create a Webform that staff on your team fill out (via dropdowns and free text), then sign and send to a third party. 

This is absolutely doable. In your template, please ensure you have a set signing order; the first recipient of the signing order will be later assigned to your staff. You can use this to create a Webform. More information here: The Process to Build a Web Form
