If we close users from DocuSign portal, does it also free license associated with that user?

Hi,

Thank you for reaching out to the DocuSign Community.

Closing users does free up the license associated, so you can add new users to replace them. Keep in mind that when closing a user, it will affect access to certain user data in your account; Envelopes, Custom Tags/Fields, Templates, and Scheduled Reporting.

If you are not able to open the case on the same page, you should scroll down to More Support Options and select "I can't reset my password or don't have an account." you will have the option of filling out the form or calling Support.
