Verify the Phone Number: Double-check that the phone number associated with your DocuSign account is correct, including the appropriate country code. Ensure there are no extra spaces, symbols, or formatting errors.

Contact Your Mobile Provider: Some mobile carriers may block SMS messages from automated systems like DocuSign due to security measures. Reach out to your carrier to confirm whether this might be the case and request them to allow messages from DocuSign's system.
Have you contact the support enable these feature for your developer account? As I know these feature are disabled by default. You should contact support team(https://support.docusign.com) to enable it.
