The error indicates that the user attempting to access the application does not have the necessary administrative permissions within the docusign platform to perform the requested action. This is a common issue when integrating docusign with Salesforce, especially in sandboxes where permissions might not be configured identically to a production environment. Even if the user has administrator access in Salesforce, it doesn't automatically grant them the same level of access in the connected docusign account.
