Notary On Demand for a non-US citizen

Our account includes DocuSign’s Notary On Demand service. We have a situation in which a witness is a Japanese citizen. They do not have a US SSN or a current or former US address. The document is intended for use in the US. Can we set up a Notary On Demand envelope for this witness? How would they complete the ID verification in this situation?
