Need to separate user provisioning from eSign and DocGen.

This is an idea to separate CLM User Provisioning from eSignature and DocGen. 

They’re currently tied to the DAL and which is making difficult for us to bifurcate the minimum permissions required for the users.

Once the above is achieved, we shall be able to remove the “Customize Application” permission from our permission set.

We just have some clarification on the specifics of your request.

The 'Customize Application' setting cannot be removed. This is a Salesforce settings requirement. We found the following documentation from Salesforce that work best in these scenarios around custom SF Profiles and that specific setting:

Require Customize Application Permission for Direct Read Access to Custom Settings (Critical Update, Enforced)

User capabilities with 'Customize Application' Profile permission

That said, we'd like to ensure we understand the request.  When you get to the last section of adding users in CLM, you can either add the eSign permission set or just have CLM when working with CLM.DS. The Document Generator permission set assignment that is needed for DS Gen for Salesforce has to manually be added via the permission set in Salesforce Setup > Permission sets.  This cannot be added via the Docusign Setup in Salesforce.
