I have created several new document custom fields in DEV and now I need to copy them to PROD. I don’t see a way to do that. Looks like I will have to manually add those to PROD. Our SDLC process campus wide doesn’t allow us to do things manually in PROD. We need to be able to create a promotion set like CLM does so that the admin can deploy it into PROD.

You can get more details on that here Download and Upload Templates.
All saved Document Custom Fields in Demo must be placed in the template.
Once the template is uploaded in Production, either use or send the template, when you are on the placing fields section you have an option to save the Document Custom Fields.
