Combining all pdfs - no download option for certificate of completion

We do not have 'attach certificate of completion to envelope' turned on. It is not required by our business to be included 100% of the time.

However, a user should have it as an option when they want to download the files. There is no option to ever combine them, with this feature turned off.

We think there needs to be more options when you download files and that is to include the certificate of completion in a combined pdf. It should be available as a choice.
