Certificate of Completion email notification exceptions for Template

to have the ability for a specific template to send the CoC,  when the Admin settings is disabled to attach CoC for Email delivery. 

Like an override,  so only temmplate recipients can receive the Coc  and have the Admin setting set to none

The reason is we have some use cases where the CoC is needed for compliance where other use-cases,  like general sending,  we do not need the CoC attached to an email
