Allow overwriting existing template instead of creating new template ID

When exporting a template from demo into production, a new template ID is created. This causes issues since we are referencing template IDs in custom applications.

After making template changes in the demo org, we should be able to export those changes and upload to the production environment and overwrite an existing template instead of a new template ID being created.
