Allow KW Team Leaders to share packets and templates with the agents on their team

Currently, the MCA can create templates in E-Signature, which does not populate with information form the details page of the room. Team Leaders need the ability to create packets and form templates for their team agents specifically for better compliance and easier access for their agents and transaction coordinators. At least allow someone to decide when they share form access if they want to share templates.
