Allow delegated signing in the Docusign Ink 2.0 iOS app through allowReassign

The Docusign Ink 2.0 iOS app should allow the sender to enable allowReassign: "true" when creating an envelope or automatically honor the applicable account configuration.
 

Currently, if the sender initiates an envelope via the Docusign iOS application and a recipient has a delegate configured this delegate will never received the envelope to sign. The only solution is to void the envelope and start the process again through the Web application. Our only solution to this is to tell all of our users to not use the mobile application just in case someone has a delegate. If we allow users to use the mobile application this will cause delays in contracts and additional work for them to be voided and to go through the signature workflow all over again if anyone in the process is unavailable and has a delegate configured in their absence.
 

This enhancement would provide consistent delegated-signing support when envelopes are created through iOS, without requiring the sender to know each recipient’s delegation configuration in advance. This should also be investigated for envelopes created through the Android application as the same issue may be present.
