Ability to transfer ownership of shared custom fields

It would be more efficient to allow an administrator to change the ownership of any custom and share fields.  Right now when an Administrator is deactivated the fields tied to this user disappear from the UI and the dependent users can no longer use them and Admin users cannot see them either.  Before an administrator is removed, a transfer ownership feature would be nice.  And after a user is deactivated, the ability to copy/clone the fields that were previously accessible would have been very handy. However, recreating blindly because we do not have a report or listing with the various properties required is not very time efficient.  And creating a specific user for shared fields means we would have to share a password which goes directly against any security protocols.  So having this flexibility to transfer (and should be triggered when the user is being deactivated as well a manually triggered if there is a business reason to change) custom created items should be a base feature in any system.
