Developer Account Activation Stuck: Page reloads but account is not created (Status 200 on /activateuser)

Hi everyone,

I am trying to create a new Developer (Sandbox) Account, but I am completely blocked at the final activation step. I’ve already contacted standard support, and after exhaustive troubleshooting, they redirected me here so the product/developer team can look into a potential frontend or application bug.

The Problem:

During the registration process, I reach the "Activate Your Account" screen. The page displays the following message:

“Thank you for choosing Docusign. Please complete the steps below and click ACTIVATE to continue. By clicking the ‘ACTIVATE’ button, you agree to the Terms of Use and Privacy Policy”

When I click the "Activate" button, the page seems to briefly reload, but nothing happens.

  • No confirmation email is triggered.

  • The screen does not advance.

  • The account is not created (Internal checks via "Forgot Password" return "You do not have a Docusign account").

Technical Details & Network Logs:

I inspected the browser network activity when clicking the button, and the API actually responds successfully, which makes me suspect it might be a frontend/routing issue:

  • Status: 200 OK

  • Version: HTTP/2

  • IP Address: 20.40.31.130:443

Everything I Have Already Tried:

To save time, please note that I have already ruled out the following environment issues with support:

  1. Browsers: Tested on Google Chrome, Google Chrome (Incognito mode), and Mozilla Firefox.

  2. Devices & Networks: Tried from my desktop computer (corporate network) and from my mobile phone using mobile data (completely different network).

  3. Emails: The exact same behavior happens using my corporate email, a secondary generic work email, and a personal email. In all cases, I receive the initial registration codes perfectly, so it is not an email/spam filter issue.

  4. Settings: JavaScript and popups are fully enabled, and no custom firewalls are blocking DocuSign CDNs.

Since I am trying to set this up for work development, any help from the engineering team to bypass this or fix the signup flow would be greatly appreciated.

P.S. As an update to rule out geolocation or local ISP issues, I asked a colleague located in a completely different region of the country to try registering for a developer account. She encountered the exact same issue and got stuck on the same activation screen. This confirms the bug is not isolated to my user profile, device, or network.

Hello Alejsallaz,

I am currently facing an issue while creating and activating my DocuSign Developer account, and I believe the activation flow may be broken on DocuSign’s side.

Here’s what I have tried so far:

  • Attempted activation multiple times using the original activation email

  • Tried different browsers (Chrome, Safari, and Chrome Guest mode)

  • Enabled pop-ups and redirects

  • Disabled all browser extensions

  • Disabled firewall and security restrictions

  • Tried different internet connections/networks

  • Attempted password reset, but received the message:
    “You do not have a DocuSign account”

  • Tried creating a fresh account again, but the same issue persists

The main problem is that after opening the activation page and clicking the “ACTIVATE” button, nothing happens — there is no redirect, no error message, and no account gets created.

I also checked the browser console and noticed CSP/content script warnings related to WebAssembly and DocuSign scripts, such as:

“Compiling or instantiating a WebAssembly module violates the Content Security Policy directive...”

However, these appear to be logged as report-only warnings and do not clearly explain why the activation process is failing.

What is confusing is that I continue receiving emails asking me to complete my developer account setup, but when I try to reset the password or log in, the platform says that no account exists for my email address.

Has anyone in the community experienced this issue before? If so, how was it resolved?

I would really appreciate any guidance from the DocuSign team or community members, as I need to get the developer sandbox account activated for integration testing.

I’m seeing this issue as well. When you click the account Activate button it makes an XHR request in the browser. The response message says something to effect of: You must enable Javascript for this application to work.

But yeah I have tried multiple browsers, turned off ad blockers, etc… The sign up process is borked. Can’t contact support either, none of the links in support work correctly and can’t log into my account in the support area as that fails too.

Okay, here’s what I did:

I created an account using this link:
https://www.docusign.com/developers/sandbox

After filling in all the required information, you will receive an email with an OTP/code to proceed further. That email contains a link — simply click on it, add your phone number, and you will receive a 6-digit verification code. Once you enter the code, your account will be activated.

After that, you’ll be able to access your account and create Apps and Integration Keys.
