The role of the recipient is determined based on the recipient type. For example, if you select the "Editors" recipient type, this recipient can only edit the envelope. If you select the "Signers" recipient type, this recipient can only sign the envelope. Therefore, if you want the recipient to edit the envelope, select the "Editors" recipient type and send the envelope. 

The user edited in  fields like textbox, but user don’t have account in docusign.

 I have 7 page pdf document, this document send to user, only particular page enable for user can edit the document. its possible ?  

Unfortunately, that's not possible. If you want your recipient to edit part of the document, I suggest using the markup feature. Markup enables signers to negotiate changes to documents.
