How to create a user with status "Active" in Docusign eSignature?

We have org admin permissions but we are unable to create user with status as ‘Active’ using this POST request https://demo.docusign.net/restapi/v2.1/accounts/{accountId}/users

Hi @JohnSantos these are our settings. Should anything be changed?
