Enable allow to edit recipient - cannot set setting

Hello,

I want to configure the settings for my organisation. I am an Admin and can edit all settings except the recipient Roles. Why?

I need it for a third party Application to work. Am I missing something here? Why cant I set the checkmark on “Enable allow to edit recipient”?
