when I tried to upload PDF file , there is error with, please advise how to fix it. The file size is 10.3 MB

From this screenshot, it doesn't look like you're using Docusign eSignature directly, since the pop-up layout is different.

Please could you provide more details about which product you're using (if it has integrations)? Also, what step you're doing to faced this issue. Thank you!
