Why is 'Specify Recipients' greyed out?

I can see the ‘specify recipients’ option in settings, but it is greyed out. I am currently on a Business Pro trial subscription. How do I enable these options? Thanks.

Thanks @rodolfo.napay. It appears that only Enterprise subscription plans enable this feature, which was cost prohibitive. I worked around it using the witness signing feature.
