Yes, this is possible. Docusign does support the use or smart cards via the Docusign PKI for signature, but requires the envelope to be configured correctly to support this.

This is an advanced feature, which requires the licensing of additional modules for the sender. There are various options available, depending on the signature type and the actual signature card. If this is a common requirement that you want to address, it is best to speak to your Docusign Sales Representative.
