All DocuSign documentation shows that the 21 CFR Part 11 meaning of signature settings and ability to edit are a part of the branding settings, however the branding settings are locked out for my client’s account. Can someone please help me figure out if this has recently changed?

I am sorry to hear that your client hasn’t been able to manage their account’s branding setup, but I will help you solve the issue.
Based on your description of this account’s configuration, it seems like it was setup without access to Branding.
This feature is included with the Standard Pro plan, or above. But access to the Part 11 module is only available to enterprise level accounts.
If the account in question should have Branding enabled, as per its contract, DocuSign Support can assist in enabling it in the back end.
To do so, please create a new support case, by filling out the form provided below:
